They differ in refill, speed and listed traffic source. The lowest-priced views have no refill and a high drop rate. Others include lifetime refill, or list Suggested, Browse Features and External as the source.
Yes. YouTube audits counts and removes accounts and views it considers invalid, so numbers can drop. Services with refill top the count back up during their refill period. Services marked No Refill do not.
Yes. There are separate services for Shorts views and for live stream viewers that stay for a set time, such as 15 or 30 minutes.

No. Refill depends on the service. Check the refill tag in the service name before you order.
Yes. The free YouTube tools need no signup and use a 30-minute timer. The free likes tool can add up to about 480 likes a day to a public video. New accounts also get a small trial balance.
A failed order is credited back to your account balance in full. A partly delivered order is credited for the undelivered part. Both happen automatically.
